Background
Saudi Arabia has met 93% of the targets set under its Vision 2030 programmes and strategies, Crown Prince and Prime Minister HRH Prince Mohammed bin Salman said in the last week of September.
He spoke while opening the third year of the ninth session of the Shura Council on behalf of King Salman. He said a decade of reforms had changed the Kingdom’s economy and helped it handle external shocks.
Non-oil exports have grown 155% since 2016, and the private sector now makes up 51% of the economy. He said the Kingdom has advanced in digital government, cybersecurity and logistics. Its transport network kept goods moving during supply chain disruptions.
The Public Investment Fund has begun its next five-year strategy, and the National Development Fund continues to finance key sectors.
Saudi Arabia ranks first in the Digital Readiness Framework, the ICT Development Index and a cybersecurity indicator, and second in the GovTech Maturity Index. It has entered the world’s top 10 for mining investment appeal. The government has named 2026 the Year of Artificial Intelligence.
He noted gains in jobs, housing, education and healthcare, and said long-term planning means adapting to changing circumstances.
On regional security, he said recent attacks on GCC states show that Gulf stability is indivisible. Saudi Arabia will deepen cooperation with Gulf partners and backs the Makkah Joint Defence Agreement with Türkiye and Pakistan.
He said the Kingdom has kept oil supplies flowing and launched a Multinational Maritime Defense Alliance to protect sea lanes. He urged the world to keep essential goods and aid flowing safely.
