Background
Global management consulting firm Sia has promoted Cesar Moukarzel to partner within its Middle East business, recognising his leadership across strategy, innovation and large-scale transformation projects.
Based in Dubai, Moukarzel works within Sia’s Growth and Innovation practice in the Middle East, where he guides projects covering strategy, innovation, organizational excellence, sustainability and transformation.
He joined Sia in 2017 and has since advised governments, public institutions and private companies across the MENA region, mainly in telecommunications and manufacturing, on strategic planning, innovation, performance management and information technology.
Among his key achievements, Moukarzel led the Public Service Evaluation Program alongside the United Nations, helping build a measurement tool that gives governments and private institutions detailed analytical insights.
He has also built evaluation platforms for Smart Government programs across the UAE, Kuwait, Bahrain, Saudi Arabia and Egypt.
Moukarzel has contributed to Sia’s thought leadership by writing and co-writing publications on future cities, government innovation, sustainability and public sector transformation.
He holds a Doctorate in Public Administration from Université Paris-Dauphine, a Master’s degree in Strategy and Innovation from the University of Oxford, and a Bachelor’s degree in Mechanical Engineering from the American University of Beirut.
Moukarzel recently gave back to his alma mater by sponsoring the launch of the Urban Sustainability and Innovation Award at the American University of Beirut.
He said he hopes the award encourages students to think boldly and develop ideas that strengthen cities and support Lebanon’s future.
The inaugural award went to Yara Mneimneh, who graduated last month with an architecture degree with High Distinction.
