Reputed for its engaging business content, CIOLook magazine is pleased to feature Rafael Soares, the dynamic CEO of Fluid HR, who is a seasoned lawyer with over a decade of experience. He has devoted his professional life to using technology to transform the legal industry.

His work is an exercise in steadfast commitment to both understanding the subtleties of the law and to assisting people through its at times foreboding corridors.
Rafael Soares developed his passion for the law when, as a young child, he was introduced to the computer by his father. This exposure combined his interest in leading him to law in technology where he has been doing most of his work in fighting for reforms that are needed in data protection and privacy law.
Some of his activities involve offering pro bono legal services to start-up businesses and heading privacy initiatives, which eventually led him to his current business of building his technology start-up. With his innovative thinking, Rafael Soares wants to transform the manner in which businesses handle their human resources as they relate to evolving legal needs.
Rafael, 36 years of age, a 13-year-old lawyer, has established a niche in law-technology marriages. He was born in Rio de Janeiro and lived in Espírito Santo for a period before being sent to Lisbon. He was introduced to technology by his father, a systems analyst, at an early age and was fascinated to see how systems work. Although he first undertook the study of law without any specific interest, he had, later on, interest in simplifying complex legal structures.
He believes technology demands a reinterpretation of conventional legal procedures, which are always in the back in catching up with the fast rhythm of advances. He promotes collaboration between regulators and individuals for the establishment of coexistence between law and technology. He started his experience in technology law when he signed his first contract of software development in 2014, an experience that fully committed him to this practice area. Aside from his compliance and tax work, he also provided pro bono legal services to cash-strapped startups. Rafael Soares has performed a lot of projects under the category of privacy, i.e., GDPR compliance. One of these was for a business that consisted of notifying thousands of opt-out customers who did not give consent to be sent marketing communications. To address this problem, he and his team divided emails into non-transactional and transactional types, optimizing the efficiency of their communication.
